And it seems noone of us is correct. They use neither "When" nor "As long as", they use "If".

So:
If you have a Cooking Improvement, you may convert 1 Grain into 2 Food at any time.

On the contrary, "When" is always used for a single use, as the direct opposite of "Whenever".

So the combination of "When" and "at any time" on this card looks very strange.

Please change to "If".
