I think the verb would be "accumulates", not "refills". Refilling only happens if something is empty and the action spaces are called "Accumulation action spaces".
This card doesnt set a new value (2 Food per round), it modifies the existing value (+1 Food per round). This is an important distinction should there ever be other cards that do the same.
And it needs to be clear that the 2 Food that other players have to pay you have to come from the Fishing space, for cards like Pearl Seeker etc.
