So you cant place the second peep on TP or fishing if you dont have 1f in your supply.

Does this refer only to the second person, or the second person on a gameboard? For instance, if I place my first peep on rsf, my second on 3w, and my third on 2w, does it trigger with my third (my second on the board?) tacticus

Say everyone has 3 peeps. And everyone places their first 2 peeps on different gameboards. Then lets say player 1 places their 3rd peep on the same gameboard as their first. Do they pay 1 Food to the Mink Breeder? because they have placed a "second" person on the same gameboard as their first?		 chris
