"When you can use a "Build Rooms" action" could be read as, you have to be able to build a room to take the space. Thats not the intention of the card.
So i suggest:

Initial Impressions: Weird card, but kinda cool I guess. I think it'll get played a lot early for the Reed and Food, and then utilized late to prevent a reno block. Would also be handy for cards that require early reno like Supports. btizo

Is "effect" a spelling mistake here? If so then the suggested wording is: This card does not affect additional actions on those spaces.

Or, is it meant to mean that neither of the second actions of the action space would come into effect?		 wallfly
