hmm, interesting thought.
It is indeed useful to get 2 occs out in round 1 or to double rsf in early rounds, but I see no reason to sp and play it in round 2.

also, why do you think "anti-competive cards" should be avoided?

As far as SP, I'll defer to better players on this one, but it seems to me that if you are in the 4 slot you already risk being locked out of occupations in the early game. This card allows you to do those actions that are at their most valuable in Stage 1 - occs and rsf. So you either play this as early as you can or you probably don't at all. SP means you get this out and another critical early occ for just 1f in round two. I think thats an option to consider. What minor you play with SP is important of course.

Secondly, for all cards that allows you to take occupied spaces (therefore avoid competition), they will make the board richer, which is also an important dynamics of the game.
Note that the same dynamics is there even without those cards.
How often you take nonaccumulating spaces (like rsf, grain, field) decides how rich the board is.

Late Sleeper is definitely not a avoidance card, and obviously it does not make the board richer.
It just let you plan at a different tempo.
