The concept is a large reward for an early stone investment. 4 stone for 3 VPs isn't a very good deal, but if you can pull it together by the 2nd harvest, it's a great deal. I'm not sure if the various numbers are properly balanced yet.

Thematically, the idea is that Ruins are 1) prestigious and 2) good sources of stone.		 chris

The card lets you get the Stone you paid back, so I don't think I'd reduce the cost.		 chris

It's expensive for a reason. If you manage to play it before second harvest, you've essentially grabbed 3 VPs for free, at the cost of missing out on the Well. Usually I'd prefer Well, sure, but Well costs a Major action, and isn't always there. tacticus
