I also think you should have to discard the occupation if you don't play it. 1f per occupation saves you 3 actions. 2f per occupation saves you 2 actions (assuming 4 food =1 action), which is still very strong. Discarding the occupation adds a little risk that should bring it to the powerful but not game breaking range. slim
