I think minors are pretty common over the course of the game. If the resources are gotten free, the upper limit would be 14 free resources over the course of the game. Still, it could be highly variable. Maybe only pay 1 food if it is a stone your buying?

I think the buyers are mostly pretty weak, and this is weaker.

This would be in line with Wood, Clay, and Stone Deliveryman.

You could remove the even numbered rounds bit (working on all rounds), or remove the "once per" even round bit.

Or also something like:

"Place 3 Wood, 2 Clay, 2 Stone, and 1 Reed on this card. Whenever another player pays building resources to build a Minor Improvement, you may take 1 building resource of a matching type from this card."

That way you can get the resources a lot quicker, but you cap the payout from the start.
