Prosecutor (occ-4+) If you have fewer Improvements than 2/3/4 other players, you may pay 1/2/3 building resource less of your choice when you play an Improvement.

This could be extremely powerful. It would be fairly easy to draft a bunch of passing minors. You're basically dreaming of clay hut extension showing up.
Keep in mind that animals (definitely) and grain/veg (I think) are "resources" so you can do things like play magic beans (1 cow) or weekly market (3 grain) for free.

Very unlikely that it is overpowered, I think. Overpowered discounters let you pile up tons and tons of improvements (think Stone Cutter in FotM). This doesn't. Your best bet with this one is, indeed, passing minors (or no minors) and the high-value majors. Similar to Manufacturer or Well Builder, but with a neat new mechanic.
I like this.

I agree with Tact. You can hardly abuse this, because with each use you reduce its power for further uses.

This card will quickly become useless, and that is okay. It should be able to provide a strong effect for 3-4 uses, especially if used in combination with passing minors (indeed, I have been seeing many hands in draft with 4+ passing minors recently). Usually I like the passing minors, especially the good ones unless I have Braggart or Village Elder.

I admit that it is a tedious name but I would need more creativity to rename it. Maybe we can do this later if it is selected. Thanks, armyguy.

I love it, very original. And as Tact and Hala said, its hard to abuse (also it definitely needs a new name)

I like this; I'm not as sure as other people that it's not overpowered, but it adds an interesting angle to draft games and I can't come up with a clear scenario in which I could abuse it besides stockpiling powerful traveling minors . . . which doesn't seem that abusive.
