It's an occupation that you want to play early, like Tutor. If i make it a minor, it needs a cost, which may prevent it from getting played early.

It seems weak if not - I mean Master shepherd gives 3 sheep on next 3 spaces and this occ will only give 3 sheep most of the time - and Master Shepherd is one of the weakest occs in the game		 nwoll

i'm thinking about adopting nwoll suggestion, that you also get a sheep for playing this. powerlevelwise i think it would be compareable to early riser.
