Yea, the weakness of this card in 4-ER is that when you use this Action space, you leave RSF and other good resource spaces available for other players (and you wasted 1 action to get this out). That's the problem with cards like this and G Deck Understudy (which has PWR 1.2). When you use them, you stop blocking other people. I think this card would be very strong in 3-ER though. Yea, the weakness of this card in 4-ER is that when you use this Action space, you leave RSF and other good resource spaces available for other players (and you wasted 1 action to get this out). I would say, yes, you can take a Special Action Card before using this card. When you finally place a wooden peep token, if you want to use this card, your first wooden peep token placement must be on this card. This card combos well. I had it with Resource Collector and Stone Carver. I've seen it with Berry Picker, Clay Worker, and I'm sure it works with Storehouse Keeper as well.
