I think the purpose of that prereq is to prevent you from playing this outside a Work phase and/or without placing a person with cards like G Deck Wintercrafter. |

Why not have the 3rd player also play this on Travelling Players (via Ringmaster) or Day Laborer (via Cocotte)? Then as many as 15 actions could have already been taken. And that is without everyone having a guest to play this card with. Yes, thats all legal. |
