If you over-harpoon, you'll lose out on a ton of wood tempo and spend a lot of moves taking a usually weak action. You also have a ton of useless reed unless you buy BMW. If the other players aren't punishing the Harpooner for that, then of course it's powerful. It is overdrafted and a losing card according to site stats:
