The natural reading would indicate it counts all cards played by all players. Additionally, the strength seems very weak otherwise.

I am hoping and expecting the reason to be forgetfulness/editor mistake, which has happened a few times before.

Disagree on this - should have PWR similar to Mastermind otherwise, and the liberal reading makes it much better than Braggart2, a card which you are arguing to ban based on PWR (I am on your team on that one.) Pain got 9VP from it in a game without very many "accumulation space" cards in the draft.
