No Chris, " "Build Fences" action " is different from "build fences". Taking a "Build Fences" action is the action allowed by the space (some cards allow doing that action). At least that's how it is in our current rules.

If the card said "Whenever you build fences, you can..." that would combo with mini-pasture, etc. The card in it's current form does not.		 wsefranc
