I think it's playtestable in this state but it still looks too strong. Giving a spot that lets you play occ + minor is already quite strong, and giving you one or two free occ actions from majors at minimum on top of that is probably too much. I think the card would be better if either just restricted to major improvements or if triggered by declining a major for a minor. At the very least, this removes one of the two uses of the card. sidnv
