Very weak card anyway, so I'd be ok allowing the stone to be used for improvement.

So you can't use stone for improvement after renovation.

That quote implies the opposite. It says "which may be multiple actions", meaning the "After renovation then 1 improvement" space is probably one of those situations with multiple actions. So this card, which says "at the end of the action" certainly means at the end of the renovation action since it says renovate earlier on the card.
Notice it doesn't say "person's action".
